NEB Provides Details About “Novel” Energy East Hearing Process

On July 20, 2016, the National Energy Board issued its Hearing Order for TransCanada’s Energy East Pipeline Project. As we have previously described, the planned hearing process includes some new elements, including public meetings in many affected locations, participation by NEB panel members other than the Hearing Panel and public input into the greenhouse gas emissions evaluation of the project.


OEB Invites Proposals for Pilot Projects on Electricity Pricing

On July 18, 2016, the Ontario Energy Board (OEB) released a letter inviting electricity distributors to participate in developing and implementing priority electricity price pilot projects that have been identified by the OEB. Ontario Gas Utilities to Include Cap and Trade Costs in Their Delivery Rates

On July 28, 2016, the Ontario Energy Board (OEB) released a decision providing some details about how Ontario’s gas utilities are to implement billing and provide customer information when the Cap and Trade program comes into effect on January 1, 2017. The key determination in the OEB’s decision is that the cap and trade costs will be passed on to gas utility customers as part of their overall delivery charges, not as a separate line item.
